After I denied his application, he keeps texting me (nicely) and asking why I wouldn’t accept them.
His and his wife’s credit scores are 630-700, and annual income is $60k , both are not so impressive. But, I let them to tour my rental apartment anyway. So, if I say to him that your credit score and income didn’t reach to the requirements .he could say why did you let me tour the apartment at beginning with since you knew information about me
What should I say or do to him?

Text him back, saying exactly what you just said---- " I'm sorry, but your credit score and income did not reach my minimum requirements " If he texts you back, just don't answer him back. After texting you several times, maybe over several days, and getting no response from you, they will eventually stop texting.

what state? so did you check their credit score before letting them tour or did they tell you?
also be aware that if you deny based on credit report (or say so) then you will have to follow the compliance regulations that comes with the claim.
also be aware that if you deny based on a discriminatory point then you could be held liable.
you never have to justify why you let them tour & it may be a HUD violation if you do not open your doors to all perspective tenants.
I would answer with a less definitive point- found a better applicant... rental history.
