Tenants have been officially warned in December 2021 about how they are keeping the trash prior to setting it out for collection. They are responsible for their own trash and recycle bins. It seems that they don't take their trash out every week, so it piles up in bags outside of the cans, bags get torn, etc.

They are going to be receiving their second warning within the next week.

When this issue happens again, should they receive a third warning or should I just file for eviction?

One. LPA Pay Rent or Quit. No need to do another. It shows weakness. Then the attorney to court.
