Set the coin box to whatever it cost elsewhere. Same with the dryer. The convenience will be incentive enough to use them. There is not utility that a tenant will not abuse. You may find that their friends and relatives are bringing their wash to your place where they wash cut rate while watching soap operas with your tenant. Monitor the water bill closely for unexplained increases in usage.

If your tenants complain about the increases you may explain that the washer and dryer can not be replaced at the current rates when they wear out.
