It seems MD (esp balto) is pro tenant. The pay and quit notices are BS. Tenants can be habitually late and continue that route, as long as they pay before the court date.

I have some rentals in Annapolis. Yes Maryland's eviction process is difficult and tends to favor the tenant and not the LL.
Screening is extremely important, but starting the eviction process still creates the record so the results are the same as they are anywhere else.

No, the law allows you to ask for a 'Judgment Absolute, With No Right of Redemption' after a few times within a 12 month period.
