The complainant does not have to see and/or apply for a rental to file a complaint. If indeed the OP received his communications from the civil rights group by email, I find that suspect. You should have received a letter by mail, likely certified mail.
There are testers every where who volunteer or are paid by civil rights groups to test landlords on any one of the discriminatory laws. Now you have to watch as they are now nailing landlords who do not allow pets or charge fees/deposits for service animals.
I read a question to attorney Reno on here asking about pet fees for service animals and even attorney Reno gave wrong advice. Not all attorneys are even familiar with these civil right laws and even some civil right lawyers never heard of this.
If you have not done so yet, get a lawyer or be prepared to settle with them. They aren't playing.
