You could try sending a lease violation citing the fact that the lack of his housekeeping skills is most likely encouraging vermin and pests. If there are combustible materials piled high, add that to the list. If he truly poses a health/safety risk, consider a cure or quit. But if he quits (leaves), will having a vacancy during the winter be an issue for you?
