Petitions will do you no good. You and any other tenants/shelter clients that are having these same problems, need to contact your local Civil Rights commission, and file a formal written complaint with them. Once you file , by law, they HAVE to investigate the complaint. But don't expect things to happen very fast. The C.R. comm. has up to 4 months to start your case once you file, and must finish it within 1 year. You and the others must put everything in writing, and probably have to do taped interviews with the investigators. If your complaints are found to be true, the C.R. comm. can levy heavy fines against the owner, and his employees. The federal laws also protect you from being retaliated against.
