You start by saying they both have credit scores that are OK. Then you state he has a score of 680....that is pretty far from OK.
You has skipped out on his obligations. That is how you get such a poor score. He doesn't follow your application procedure. You have a strong indication of what you can expect from him if he were your tenant.
I would turn them down based on incomplete application and poor credit score.

The US average credit score is about 685. I look for 700+ but they are close.
He has a 680 Empirica. Her VantageScore is 705 and her Empirica is 632.

I have not heard of these agencies. Are they local ones? I thought most of the country used the BIG 3-----Experion, Equifax, and TransUnion ?

The VantageScore is a new credit score they are trying to make a new standard. The Empirica is the old FICO score. All my scores were from Transunion. They are not agencies but different types of credit scores.
Confusing huh?
