If you are month to month the landlord may change the terms of the lease and the rent simply by providing notice. It is all legal. If you are living under the terms of a 12 year old lease you should expect the rent and deposit to be updated.

If you can get a cheaper rent and pay a smaller deposit somewhere else then you should move.
