I have a long term, good paying tenant that lives in my 1200 sq ft upper condo. A neighbor is complaining that he is making too much noise between 1030pm past midnight by washing clothes and slamming doors. The tenant tells me he only washes late night on occassion, it's not a common routine.
This is a well build building, the walls are not paper thin. The doors are hollow and can't possibly make much noise if slammed. The washer is a cheapie and probably make some noise on spin cycle but that is not going to change. I think the neighbor is just an unhappy person. How would you respond to the HOA on this? The HOA made it clear it was a second noise violation in 2 years. There are no curfew regulations in the bylaws. Thanks

any noise / nuisance / improper activity can fall under the powers of an HOA.

as a LL it should be your responsibility to educate your tenant not to make any noise after 10PM and before 6 or 7 AM depending on construction noise rules of your city.

Since it is the HOA that is involved, reread your bylaws to read the noise section, not the curfew section.

also reread your bylaws about renting out your condo, if it is permissible.

If it was me, I would politely ask your tenant not to do any laundry during the quiet hours of 10PM to 7AM.

How would you respond to the HOA on this?
I would emphatically deny this allegations, not admit to anything, point to another unit as the culprit.

I wouldnt take the position in any way to defend the behavior, as it is inconsiderate in a multifamily building.
