I own a condo in Alameda County, California, since 2009. The first sprinkler inspection (arranged by the HOA) happened in 2023 and it found that all sprinklers are painted over (report says "sprinkler cover plates painted").

The HOA charges me to reimburse their replacement ($600+).

I have never painted and never hired any paint contractors. My tenants never painted inside the house either.

The HOA said that the inspection happens every 5 years however this is the first time they notified me of this issue. They failed to send me the results of the previous inspections, prior to 2023, after I asked them.

Any advice is greatly appreciated.

I misspelled the word sprinklers in the subject, cannot edit:)

What do you all think of the question? Sprinklers is the HOA responsibility, I heard. So does it make sense for the HOA to charge the owner for the sprinklers when nobody touched them for 14+ years.
