I have two family house. Tenants upstairs are very dirty, and caused bugs. He has not paid rents for long time by taking advantage of the pandemic. Recently, he is claiming he is moving out soon. but, don't know if he really will or when.

Downstairs T. is starting to ask me to take care of pest maintenance which I will definitely do. But, I wanted to take care of it after upstairs T. moved out, otherwise, it won't help. Plus, the upstairs T. won't allow me to get in, and he still has a lot of stuff inside.

How should I response to the downstairs T.'s request?

P.S. I already filed complaint for not allowing me to enter. But, its been months, the court has not responded.

So, in NJ, if you have an uncooperative tenant, you need a court order if you need access to do maintenance? Wow, glad I'm not a landlord there.
