Well, I certainly wouldn't be surprised to find many landlords renting without it in the NYC.

I tend to go by the book cause I don't want it with the Department of Buildings.

Heck, in my area (very rural) whole houses sometimes get built without any permits. You just drive by one day and there is a new building.
