Sorry you will not be able to find an exact definition. Wear & Tear is open to interpretation of the individual situation in PA and everywhere else.

If you consider wear & tear unreasonably bad for the length of time the tenants used something, you may be able to collect something for it.
Your chances of no argument are best if it is no-brainer - like totally obvious that the item was abused.
