I think it depends also on the number of years. On another LL site I've seen them use 8 years, not 7. I've seen a spike in charging for this lately with the economy being down, more management companies are charging this to tenants in order to keep deposits.

really being replaced or the tenant feels he is being overcharged for carpet he did not damage or old carpet that is in need of replacing, he can take it to court and force the landlord to show proof of the damaged carpet with receipts and pictures. Tenant could sue for as much as double or tripple (depending on the State) the amount due him if he wins. Not in the landlords best interest to try to rip a tenant off from his deposit.

It is not in the landlords best interest to rip off the security deposit. Yet so many are so willing.
