Being told that it is the law and being able to find it in the code are different things. Myself I cannot even find a distrubing the peace law, let alone quiet enjoyment. While I'm sure it is there, I'm just not using the proper search parameters (legalize doesn't always jive with common usage).

Just because something is the law, doesn't mean that you cannot restate it. You also have to consider that many people are inconsiderate and need to be reminded of common courtesy. Also most tenants don't know the law well.
