Well in SF, there's a band of con artists, who only look for illegal unit. Hell, almost every block has an "illegal unit".

These con artists move in and don't pay rent for the second month, and then wait for the 3 day to pay rent or quit notice.

Within a few days of filing a response, these cons will request free legal aid. YES LEGAL AID for something as minor as landlord/tenant disputes. Which i don't understand. FREE legal aid for a civil case? Are you kidding me? SF tenant laws actually promotes scamming.
1. Move into an illegal unit
2. Don't pay rent and claim it's illegal
3. Recieve all rent back+ relocation benefits($5000 per person). Can't believe these loopholes in property law has created a new breed of cons...
