If you had them sign a lease it should be implied that blinds and anything you have provided stays. If they have already signed a lease to make sure there is no doubt about it just write up that all blinds and fire escape ladder are to remain with the property and are not to be removed. Tenants should not have a problem signing this adendum to the lease if they are honest people. I don't list everything separately but if something is missing or damaged when they move out they are charged for it.
