But it cannot be garnished by a 3rd party, such as a LL, and its payment by the nontenant parent to the tenant parent cannot be forced by a 3rd party, and probably well over 50% of child support obligee are deadbeats. It is very iffy income, much like tips or commission (not based on tenant's performance, but up to the kindness of 3rd parties).

Why are you are worrying about garnishing the applicants income if they meet all your criteria to rent. If you are having to evict and garnish income, then you need to improve upon your screening process.
