Like the other posters, I struggled to read this.
I understand that not everyone is good at spelling or grammar, but please use paragraphs!
Anyway, I had a tenant like this once. She complained about the utility cost incessantly and wanted me to discount her rent. I kept telling her that since I wasn't the utility providers, I wasn't able to set the prices. The. Ottom line is that she couldn't afford the place and I was glad to see her leave at the end of the lease.

I have a tenant that complained how high the utilities were this past winter. I also know the former tenants (who probably would have complained) were fine with the costs, however, they also told me they were in the habit of, in the winter, turning the thermostat down quite a bit and when going to work turning the temperature down in the winter. Utility costs are determined on the "comfort needs of the tenant". If you want your house at 80 degrees in the winter and 70 in the summer you'll have to pay the price. I always warn tenants the average of the past tenant is not always going to be their average.
