A general letter to all tenants reminding them of your policies about distrubing other tenants is not harrassment by any definition! A landlord has the legal obligation to enfore the lease and their State laws. A tenant has the right to queit enjoyment, that entails being able to be free of the other tenants loud TV. Any landlord who does not take action to investigate the problem, is just setting themselves up for possisible confrontation between tenants and the court system for not enforcing the laws.
As to smoking, too many landlords who refuse to corrrect secondhand smoke have found it time consuming and expensive to not do so.
This tenant took the time to put in writing, what the problem is. No landlord should just ignore the problem and hope it goes away. Good landlords step up and address this asap and solves the problems tenants encounter, bad landlords hide from their resposibilities.
Your tenants deserve the best of living conditions, thats why they rented from you, they do not have to put up with noise and all the things that go with this type of living.
