The only way I can see that might force action would be a small claims suit from the good tenant against the bad tenant. Due to the fact that it's a lease between yourself and two co-tenants, your good tenant has no authority to set out the roommate. You on the other hand only have the option of setting out both of them at the same time, or get them to sign their way out. The good tenant can sue the bad tenant for not paying his share of the rent and see if that results in anything (maybe a settlement to move out and sign away his residential rights to the current lease).
