Simple, as a part of your application, create a separate LL reference authorization page that lists only the tenant's name and signature. Language would be something like, "By my signature below, I authorize [your name or co. name] to contact my previous landlords for the purpose of obtaining a reference." or some such. Then when requested, you fax the previous LL this document along with your written reference request (easily obtained via google search). I agree with Katiekate, it is very important that you review the county records to determine the actual property owner at the prospect's listed previous address.

Beyond the apartment complex which usually requires written request & authorization as I described above, when it is an individual I'm getting a reference from, I can usually do it by telephone. Just ask for the owner by name (because you have checked the county records), introduce yourself & ask him a couple of open-ended questions which will give him some space to make commentary. Surprising what he might mention that you wouldn't have thought to ask. "Can you verify the rent amount?" (Or, he says he pays $XXX per month, is that right?) "Have you been in your property lately & how's his housekeeping? Has he broken or damaged anything? He says he has a dog, has that caused any damage at your property? Any problems with rent payments being in full and on time? Did he provide you with proper notice to terminate? Would you rent to him again?" You can be more creative than this based on his application. In 20 years I've had very few LLs refuse to give a reference, and when they do, I don't accept the applicant. If the applicant wants my place, he'll need to talk with his previous LLs and encourage them to give a reference.
