Texting is unprofessional. Have the tenant call the cops and then let you know.
Serve the loud tenant with a 3-day notice for compliance or possession.
If it happens again, serve them with a notice to quit for repeated violation (if within 30 days), or file for eviction.

I customized the Notice of Lease Violation I bought in the LPA forms package and put an additional note in there about this being a formality, us talking about this before she signed the lease, etc…. so as to not totally freak her out. She is a clean, good paying tenant but I have a low tolerance for rude tenants infringing on the peace and quiet of the other tenants. BTW, THOSE FORMS ARE GREAT! I'M GLAD I BOUGHT THEM. Most of you experienced LLs often talk about the notices and I find them in the LPA package and just tailor them to my needs.
