Thanks for the advice, I think it's more relevant to rent controlled cities.
If I would sign lease with one tenant (other tenant never moved in) for the next year with the same conditions I already would be with negative cash flow bc of tax/insurance increase and only allowed 1% rent increase. Though it's a good advice to check if she will be able to afford payments alone. Though I suspect her boyfriend would help her to pay the rent as he did in the past.
I feel I'm stuck in this situation without possible way to change anything -:(
