Just include it in the rent. Per above...do not mention anything about the water...just include it in your rent and make sure the tenants are not washing cars or running a laundry for all their friends or as a business in the side.

Also... Check all you plumbing yourself. Verify that you do not have a leaking faucet or running toilet. You should be doing this often in any case

You can not simply raise the rent on an existing lease. It has something to do with the 4 corners.
