It's not an illegal eviction, but the landlord could be liable for damages as the prospective tenant relied on words or actions by the landlord.
Meaning that, if you tell someone they can move in on Sept 1, and that person starts to make preparations (hire a moving company, give notice to their current landlord, etc.), and you back out, you can be held liable for damages.
Word to the wise: don't make promises that you don't intend to keep.

The op said they had only just passed a background/credit check. I am guessing they have only just found they have to rent Sept 1 is a hurry .
It doesn't look like they prepared to move out simply on the initial meeting with the landlord...not just a few days before the move out date. Notice of some sort must have been given weeks ago (by one party or the other).

Since the OP was asking about "illegal eviction," it certainly sounded like they relied on the LL's statements to their detriment. At least, from the limited information we are given.
