'the policy shall carry a loss payable clause to the owner of the building'
The Floatation Insurance Policy is payable to the owner. It is not Renters Insurance, as some Renters Insurance Policys do not cover waterbeds.
Many States require this by code as Florida does.

You guys have taught me something new. I did not know you could buy a separate "Flotation " policy. I thought it was just one small coverage rolled into a larger policy that covered many things. I know my State Farm Fire Ins policy won't cover water beds, but their Renters Ins. policy will. Thanks guys.
