Depends on how much time you have to spend in court defending yourself over such a minor deduction that could be from a previous tenant.

It is a simple matter to itemize X amount of dollars for a clogged drain. Will the tenant really take it to court? The question is, how much time and money is it worth to the tenant to pursue it not the landlord.

How do you know this tenant did it? If the landlord winds up defending this and looses, the landlord would be on the hook for tenants lawyer and court cost which would be more than just removing some straws. Common sense would rule in this case. Why would you take the chance? Some states double and triple the amount wrongly witheld by the landlord. Again how would a landlord prove it?

Tenants are far too lazy to take anyone to court and if they do, who cares!? Stop living in such a common state of fear and use common sense! If the ll has to take the plumbing apart-CHARGE FOR IT!
