you will probably be paying their medical bills. their lack of responsibility regarding their rent has no bearing on what you legally will owe them for this incident. the delay in repairs was because the person you hired to do the repairs was a crybaby about the dog, so the tenant demonstrated no negligence.

you can maybe minimize your costs by suing the crybaby contractor after you pay the tenant, but trying to minimize costs by jewing the tenant will only get you sued.
