Pellets heat only where the heat goes when you turn the furnace on every room has a register that disperses heat,so my house will be warm ,he is trying to save money

In the future your lease should state that the central heating system must be run X number of hours per day for the 3 or 4 coldest months of the year to prevent property damage. If your lawyer says that type of language isn't allowed in your city or state, use other winter requirements such as the drip.
This is your best option, you are unlikely to recover damage caused by cheap tenants not properly heating the place. Screen for better tenants in the future.

T should use only the fuel for the heating source that is in the unit requires. LL should not let the T install an alternate heating source.
