It's your option to rent out your property "as is" I don't do that, and 95% of LLs out there don't do that. Most of us want our properties in the best shape possible, to attract the best possible tenants out there. In general, a T that would move into something "as is" is not usually someone we would consider renting to. Lighting is one of the cheapest ways to turn a "dull" property into a "bright" property, just like a fresh coat of paint does. And if you give your new T the impression that you don't care about your property from day 1, he's not going to care about it, either, and probably leave you with a lot of damages when he leaves.
