I would offer them a pro-rated amount of the rent to give them toward living expenses if they wish while the house is without gas. The other choice is they could stay in the house as is and make do.
Because their other choice is to vacate the uninhabitable house for the time period of no gas they pick one of the first 2 choices. Keep it simple.

The house is not habitable by law without gas. They cannot stay in the house. It is not an option.
