Ask for the last two months of pay stubs. This way, you have the reasoning that you have rented to a low income person that actually is willing to work to get themselves ahead. And less low income than the one you are denying.

Check the small private landlords through your county auditors office? If you can't reach someone, then this indicates to you that the application is not complete and they will have to show the utility bills in their name to that address. Not their cousin's name, not their mothers name....Use the gas and electric supplier to make their history be honest. Our electric company will not disclose the info, but I can recognize a bill in their name, and the date on the billing period. As well as see how far in arrears they are. If they are willing to screw the utilities by not making at least small payments on at least two concurrent recent past bills, I would be thinking next applicant, please. Just apply plan B(utilities) evenly, and you can deny one to choose the other.
You do have a say so in who rents the apartments, correct?
