Changing your written criteria

If was thinking about changing my criteria...is there a way to do it and prove you changed it on a certain date, so the people who were denied previously (based on the old criteria) can't come back and make a housing complaint?
Would you get it notarized? I see people saying to put the date and time in the footer of the Word document, but that is easily changed to any date so it proves nothing. Thanks.

Fax it to yourself from a commercial provider.
The fax machine out their number along with the date and time.
I've had court cases where I could prove my claims based on the date and time stamp of a fax.
