This is completely wrong and can subject the landlord to considerable legal fees.

Therapy/companion animals are a reasonable accommodation under the FHA and are exempt from pet fees and pet deposits.

There are many restrictions in applying the Mrs Murphy law, one being that you must live in one of the four rental units.
