You have a tenant who is out in the hallway yelling out loud disturbing all your tenants and you feel you should not respond? You have a contractual obligation under your lease:
In every lease there is a covenant of quiet enjoyment which means that a tenant cannot be disturbed in his/her use and enjoyment of the premises. If the landlord does not take action against the neighbor, the tenant could sue the landlord for breach of the covenant of quiet enjoyment. As the landlord, you would be in breach of your own lease.
His action could be construed as harassment and you need to be involve in finding a resolution to solve it, evening if eviction is required. At the least, a letter stating your rules on conduct should be sent to all tenants so they would be aware that the landlord takes any possible harassment/conduct by a tenant seriously. He is not only annoying 'Emma' but all your other tenants too.
