Carbon Monoxide is a bi-product of burning a fossil fuel, so oil, propane, gasoline, kerosine, or natural gas.(not sure about wood) If you don't burn any of those inside a home or garage, you don't need the C.O. detectors.

In this state you do need them. I'm guessing that the legislature was considering those people who, during power outages, bring fossil fuel using heating/cooking devices into their residences. So while the house may not normally have any fossil fuel burning inside, tenants and others are capable of changing that in the blink of an eye.

You are right. I did not consider that in my answer. Generally, a law like that, usually makes exceptions for "all electric" homes. Apparently, that is not the case here.
