California Civil Code section 1950.5(l) provides for statutory damages of up to twice the amount of the security deposit, plus actual damages, court cost and attorney fees if landlord's retention of the security deposit was in bad faith. Stopping payment on a security deposit refund has been determined as an act of bad faith by the courts.
