Why do you assume the tenant is incapable of calling elder care herself, if she so desired? Why do you assume she has no friends or family to do this? Why do you assume this is the job of the landlord and not the grocer or banker?

why do you assume she/he is capable? why do you assume she/he has friend or family? why do you think it not what a responsible landlord or citizen would do. Concern people respond to a hurt animal and seek care, why would you not do the same for someone in need?

Because people are usually exactly where their lifelong decisions brought them. If you're on welfare and you decide to go ahead and birth that 4th or 5th child, I can't help you. If you're elderly and you haven't given a thought to your care if you become infirm, I can't help you. Like I said, if a person shows they made a modicum of effort on their own behalf, I can respect that and will assist. If not, no dice.
