Is it legal in the State of Connecticut to request juvenile records from a juvenile court even when it is illegal to obtain juvenile records from the local police?

probably not illegal to ask but I'd guess with almost 100% certainty they're not giving them to you.

Basically, you will have to have a Superior Court Order to obtain a juveniles record. http://law.justia.com/codes/connecticut/2012/title-46b/chapter-815t/section-46b-124
