I can think of many reasons:
- They could be concerned that someone has been tampering with their mail.
- If they work from home, they may get paid by mail and want to be sure the checks are secure.
- They may have started a home-based business (newsletter, mail order, etc.) and are receiving checks and orders through the mail.
- They could be doing volunteer work that involves sensitive personal information from clients (screening for Habitat or other charity).
- There may be another legal reason (pending divorce, etc.).
