It sounds like the property manager put tenants into the apartment while it was still uncleaned from the prior occupants. That is just wrong. Maybe you could ask prop mge AND tenant for photos of the apartment, where it is dirty. Of course you can't smell a dirty carpet from a photo. You could ask the prop mge for the receipt from the cleaning company.
