I don't know of any place that requires you accept the 1st qualified but I usually do. That is, if they are qualified then what is the problem? Or shouldn't that problem be part of your qualifications?

If you do not like the applicants you do not have to take them. Landlords can say whatever they want but no one accepts an applicant they do not like or want.

A landlord does not have to accept any applicant.
