You didn't say which city in CA your rental is but I know in the city in which I have rentals we cannot have inoperable or unregistered vehicles in our driveways (including car ports visible from the street).

You can call code enforcement and ask them what your ordinances are for these types of vehicles. If your city is the same as mine, I'm sure your code enforcement will happily give your tenants a citation and instructions for removing the vehicle or face heavy fines.

I've never had to remove an abandoned vehicle before but check up on the state's requirements for this, just in case. CA has some peculiar landlord/tenant laws that don't even come close to laws in other states.
