Does it really come down to the Landlord's morals vs the tenants? It is a lease violation and a crime.

I think the same way. They are not "great" tenants if they can't obey simple rules. Additionally, regardless of whether people think it isn't that bad, it's against the law, whether the law is enforced or not.
