You poor helpless thing. How tall are you - three foot nothing??? Most bulbs can be changed by standing on a kitchen chair. You think maybe LL's have nothing better to do than be on hand to replace burned out bulbs - especially in multi-unit bldgs - that YOU never bother to turn out when you leave a room? I bet you think they should replace your toilet paper too when you run out of it. If all bulbs were present & working at the time you rented the place it's up to you to keep that apartment maintained during your occupancy, with the exceptions of leaking taps or malfunctioning toilets.
