you are required to notify the tenant within a certain time that the tenant has the right to request a pre move out inspection. if you fail to notify the tenant of this right, you wave your right to withhold from the security deposit and must file suit to claim damages for carpet cleaning. looks like you do not understand the law and failed to give required notice to tenant.
