The first thing you need to do, as was suggested, was go investigate things for yourself. If you were there recently and things were fine, plus you have otherwise good tenants who pay on time, then this may be a case of 'nosy goddamn neighbor' syndrome. Especially if they're threatening to call the health department on YOU. These people are not your allies.

You may have a neighbor who doesn't like the tenants for some reason - maybe the dog barked once at 5AM, maybe they cook out in the back yard too often, maybe they don't like the color of their skin. You don't know until you go look.

Remember - the tenants are your concern, and your customers. Your neighbors don't pay the rent, your mortgage, or your bills. See what's going on before reprimanding the tenant. If there's too much dog waste in the yard, you have your answer. If there's no dog waste, or just one or 2 pieces lying around, you know where your problem is - the neighbor.
