finally got tenant out via court hearing, the tenant just served us with a notice of appeal, now I have 20 days to file a complaint against him. The complaint has to be filed to a higher court and has to be prepared just right. Has anyone come across this. This tenant owes 2 months back rent and trashed the apartment. We are getting the estimates for repairs now and going to take him to court again. We won the first case. The tenant got away with not paying any costs.

you need an attorney. I assume they are appealing the monetary portion, not possession.
I never heard of winning your suit and the tenant not paying the costs ... double check your judgment ... it should be automatic.
they need to put a certain amount into escrow with the Prothonotary ... be sure they do that. your lawyer can then petition to have it released to you.
